No big secret, the Telegraph had this information as part of their big dossier on MPs' expenses, and went back through it, checking out members of the new administration. They did have the courtesy to inform David Laws that they would be publishing in their next edition, so he then outed himself prior to publication.
Pity, he could have done a good job, had already started well.

Thing is, he was doing what he was doing when the Telegraph looked him over the first time, so how did the Telegraph get the vital extra information i.e. that he was cohabiting with his landlord? I smell a rat
